REGULAR MEETING

<br />WHEREAS, in accordance with the rules and regulations, inspections of the scrap
<br />and junk yard have been completed by the Department of Code Enforcement and the Fire
<br />Department Prevention Bureau, and it has been found that such premises is fit and
<br />proper for the maintenance and operation of such a business; and
<br />WHEREAS, the Board of Public Works, at its meeting held on January 23, 1984,
<br />recommended the renewal of the license for this scrap and junk dealer by appropriate
<br />action of the Common Council.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Counci of the City of South Bend,
<br />Indiana, as follows:
<br />SECTION I. That the license renewal application for the following scrap and
<br />junk dealer be approved based upon the satisfactory review of the property by the
<br />Department of Code Enforcement and the Fire Department Prevention Bureau, inspections
<br />having been made in December, 1983 and January, 1984, and subsequent favorable recommendation
<br />by the Board of Public Works:
<br />A -1 Auto Parts 1014 Lafayette Blvd.
<br />SECTION II. This Resolution shall be in full force and effect rom and after its
<br />adoption by the Common Council and approval by the Mayor.

<br />A public hearing was held on the resolution at this time. Council Member Crone made
<br />a motion to amend Section I, by changing the address to 2014 Lafayettte, seconded by
<br />Council Member Voorde. The motion carried. John Leszczynski, Director of Public
<br />Works, indicated this scrap yard had met all qualifications and was eligible for a
<br />license. Council Member Voorde made a motion to adopt this resolution, as amended,
<br />seconded by Counci Member Puzzello. The resolution was adopted by a roll call vote
<br />of nine ayes.

<br />BILL NO. 5 -84 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
<br />INDIANA, AMENDING CHAPTER 2, ARTICLE 11 SECTION 2 -2 OF THE
<br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA COMMONLY
<br />KNOWN AS THE ADOPTION OF RULES AND REGULATIONS BY THE COMMON
<br />COUNCIL AND POWERS THERETO.
<br />This bill had first reading. Council Member Serge made a motion to set this bill for
<br />public hearing and second reading February 13, and refer it to the Rules Committee,
<br />seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 6 -84 A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE,
<br />ENTITLED BUILDINGS, AND DELETING CHAPTER 81 ARTICLE 1 THROUGH
<br />6 OF THE SOUTH BEND MUNICIPAL CODE.
<br />This bill had first reading. Council Member Serge made a motion to set this bill for
<br />public hearing and second reading Feburary 13, and refer it to the Public Safety
<br />Committee, seconded by Council Member Taylor. The motion carried.

<br />A BILL ESTABLISHING THE HIGHWAYS SAFETY FUND.
<br />This bill had first reading. Council Member Puzzello made a motion to set this bill
<br />for public hearing and second reading February 13, and refer it to the Personnel and
<br />Finance Committee, seconded by Council Member Taylor. The motion carried.

<br />A BILL APPROPRIATING $13,000 FROM THE FEDERAL ASSISTANCE
<br />GRANT FUND, COMMONLY REFERRED TO AS THE GENERAL REVENUE
<br />SHARING TRUST FUND FOR A TRUCK FOR CODE ENFORCEMENT.
<br />This bill had first reading. Council Member Taylor made a motion to set this bill
<br />for public hearing and second reading February 13, and refer it to the Personnel and
<br />Finance Committee, seconded by Council Member Zakrzewski. The motion carried.

<br />A BILL AMENDING CHAPTER 18, ARTICLE 5, ENTITLED
<br />FOR VACATION OF PUBLIC WAYS AND PUBLIC PLACES.
<br />This bill had first reading. Council Member Crone made a motion to set this bill for
<br />public hearing and second reading February 13, seconded by Council Member Taylor.
<br />The motion carried.

<br />A BILL SETTING THE ANNUAL SALARY FOR THE MAYOR FOR CALENDAR
<br />YEARS 1985, 1986, 1987, AND 1988.
<br />This bill had first reading. Council Member Crone by a motion to refer this bill to
<br />the Personnel and Finance Committee, and continue this bill until the other City
<br />salaries come before the Council, seconded by Council Member Voorde'. The motion
<br />failed. Council Member Taylor made a motion to set this bill for public hearing and
<br />second reading February 27, seconded by Council Member Puzzello. The motion carried.
