<br />RESOLUTION NO. 1111 -84 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, URGING VARIOUS INDIANA STATE OFFICIALS TO
<br />RECONSIDER FUNDING ACTION, INC.
<br />WHEREAS, in 1965 ACTION, INC. was established as a not - for - profit agency to help
<br />eliminate the causes and effects of poverty in the South Bend area.
<br />WHEREAS, in 1966 ACTION, INC. assisted in establishing various neighborhood
<br />centers and in 1968 was designated by the City as the community action agency to
<br />administer anti - poverty programs of the Equal Opportunity Act.
<br />WHEREAS, ACTION, INC. has received Community Development funding over the years
<br />which has assisted it in developing many programs to assist lower income people.
<br />WHEREAS, some of the areas in which ACTION, INC has been instrumental include:
<br />"Project Safety ", weatherization programs, operating various neighborhood centers,
<br />administering a food and nutrition program which included canning, and assisted in
<br />various child day -care programs.
<br />WHEREAS, thousands of individuals have benefited from the programs of ACTION,
<br />INC., which has been located at 1820 South Michigan Street, South Bend, Indiana, for
<br />the past several years.
<br />WHEREAS, Since ACTION, INC. received 95% of its funding from the State of Indiana,
<br />the State's decision to terminate funds on April 10, 1982 has severely hampered the
<br />activities which ACTION, INC. would like to carry out.
<br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend,
<br />Indiana as follows:
<br />SECTION I. The South Bend Common Council urges the various Indiana State Officials
<br />to reconsider its decision to terminate funding ACTION, INC.
<br />SECTION II. Since its creation in 1965, ACTION, INC. has sponsored programs to
<br />assist thousands of low income individuals of the South Bend area which have tried to
<br />eliminate the causes and effects of poverty and which have been fiscally responsible.
<br />SECTION III. The Council instructs the City Clerk to send a copy of this Resolution
<br />to: Governor Robert Orr, State Senator Douglas E. Hunt, State Senator Joseph C.
<br />Zakas, State Representatives B. Patrick Bauer, Thomas Kromkowski, and Lloyd Taylor;
<br />and Jean Merritt of the Indiana Department of Aging and Community Services.
<br />SECTION IV. This resolution shall be in full force and effect from and after
<br />its adoption by the Common Council and approval by the Mayor.

<br />A public hearing was held on the resolution at this time. Council President Beck
<br />read the resolution. Bonnie Strycker, 1022 Foster, and Lois Haber, the Council's
<br />appointment to the ACTION Board, spoke in favor of this resolution. Council Member
<br />Beck made a motion to adopt this resolution, seconded by Council Member Taylor. The
<br />resolution was adopted by a roll call vote of nine ayes.
<br />RESOLUTION NO. 1112 -84
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND
<br />APPROVING THE ISSUANCE OF LICENSE RENEWALS FOR SCRAP AND
<br />JUNK DEALERS FOR THE CALENDAR YEAR 1984.
<br />WHEREAS, the Common Council of the City of South Bend recognizes the contributions
<br />that recycling operations such as junk and scrap yards make to the community; and the
<br />Council further realizes that such operations must be reasonably regulated in order
<br />to minimize any environmental or aesthetic nuisances which may be created by the
<br />operations of scrap and junk yards within the City; and
<br />WHEREAS, the Common Council of the City of South Bend has enacted reasonable
<br />rules and regulations with regard to the issuance of licenses and the operations of
<br />the scrap and junk dealers; and
<br />WHEREAS, in accordance with these rules and regulations, inspections of the
<br />scrap and junk yards have been completed by the Department of Code Enforcement and
<br />the Fire Department Prevention Bureau, and it has been found that such premises are
<br />fit and proper for the maintenance and operation of such a business; and
