LaMar Wilson <br />Assistant Director <br />M E M O R A N D U M <br />TO: Members of the Common Council <br />FROM: Carl Ellison 4a <br />De <br />wbboo -6a <br />1440 County -City Building <br />South Bend, Indiana 46601 <br />219/284 -9335 <br />SUBJECT: Supplemental Community Development Administration Appropriation <br />DATE: November 1, 1978 <br />From time to time it becomes apparent that Community Development Program <br />needs outstrip the capacity of available staff. We have attempted to deal <br />with this phenomenon by promoting the development of general staff expertise <br />which has allowed us to shift staff to assignments in program areas having <br />the greatest need. Although this effort has resulted in both the expansion <br />of staff capabilities and productivity, we now find that there still exists <br />urgent program needs which warrant an increase in staff size. <br />Specifically, we now anticipate that the work load of our "Labor <br />Standards" personnel will triple with the implementation of the UDAG project <br />and Century Mall. At the same time, we know that HUD is now requiring a <br />variety of equal opportunity actions to be undertaken not only with respect <br />to CDBG funded activities but direct HUD assisted activities as well. (For <br />example, the 312 Loan Program fits into the latter category.). Since we <br />anticipate a 312 Loan allocation of $350,000 - $500,000, substantial staff <br />time will have to be set aside for implementing "Section 3" in connection <br />with the program. <br />Aside from the above, there also exists a need to strengthen other per- <br />formance aspects of our CD program.
