That structure demonstrates foresight <br /> and fiscal prudence, positioning the land bank to operate as a durable institution rather than a <br /> temporary program. <br /> At its core, this proposal is about accountability and stewardship. These properties are already <br /> costing taxpayers money.The question before us is whether we continue absorbing that cost <br /> annually with no structural solution, or we implement a disciplined, proven mechanism to return <br /> them to productive use. <br /> The South Bend- Elkhart Regional Partnership strongly supports the creation of the Regional Land <br /> Bank and respectfully encourages the Council to advance this effort.
