1MORRIS PARKING GARAGE | PROJECT #125-065 <br />March 10, 2026 <br />The City of South Bend, Indiana <br />227 West Jefferson Blvd. <br />South Bend, IN 46601 <br />RE: Proposal for Construction Manager as Constructor (CMc) Services <br /> Morris Parking Garage – Project Number 125-065 <br />To Whom it May Concern: <br />F.A. Wilhelm Construction Co., Inc. (Wilhelm) is pleased to submit our proposal to serve as Construction Manager as Constructor <br />(CMc) for the Morris Parking Garage in downtown South Bend. As the third and final phase of The Neverending Encore initiative, <br />this project represents a significant investment in the long-term vitality of the Morris Performing Arts Center and the surrounding <br />downtown district. <br />The 474-space parking garage and attached first-floor concrete podium will provide essential support to the Morris Performing <br />Arts Center and the Raclin Murphy Encore Center while forming the foundation for future residential and commercial <br />development along Main Street. Wilhelm understands the importance of delivering a durable, cost-effective facility that <br />integrates seamlessly into an active downtown environment. <br />With more than 100 years of successful construction delivery across Indiana, Wilhelm brings extensive CMc expertise and deep <br />experience delivering complex parking structures and mixed-use podium projects. We are prepared to provide comprehensive <br />preconstruction, construction, and post-occupancy services in alignment with the City’s values of excellence, accountability, <br />innovation, inclusion, and empowerment. <br />Parking Garage Expertise: Wilhelm specializes in structured parking facilities and understands the technical and operational <br />considerations unique to these projects. From cast-in-place concrete systems and podium integration to traffic flow and <br />durability detailing, our team delivers efficient, user-friendly garages in active urban settings. We will coordinate closely with the <br />design team and stakeholders to maximize functionality and enhance the downtown environment. <br />Local Relationships: Having worked extensively in the South Bend area, we are familiar with the St. Joseph County <br />subcontractor base and maintain strong relationships with local unions. We will leverage our partnership with the St. Joe Valley <br />Building Trades to encourage local participation and competitive bidding. <br />Fair & Competitive Bidding Process: Wilhelm is committed to a transparent procurement process in full compliance with <br />Indiana CMc statute and the City’s Responsible Bidder Ordinance. While we have self-perform capabilities, we respect the City’s <br />preference for competitive subcontractor participation and will clearly define any limited scopes proposed for self-performance <br />while ensuring equitable bidding practices. <br />Schedule & Downtown Coordination: With an anticipated construction window of August 2026 through December 2027, <br />proactive schedule management will be critical. Wilhelm will develop a comprehensive phasing and logistics plan to maintain <br />safe access and minimize disruption to ongoing Morris Performing Arts Center operations while supporting the City’s scheduling <br />goals. <br />Wilhelm is committed to helping the City of South Bend deliver a transformative civic asset that strengthens downtown and <br />supports arts, culture, and future development.
