<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Hillary Horvath, Clerk <br />Board of Public Works <br />FROM: Becca Plantz, PE, Director of Engineering Services <br />SUBJECT: Award Project No. 124-001 <br />South Bend City Hall Renovation <br />DATE: March 2, 2026 <br />This final change order for the City Hall remodel increases the contract by $16,280.08 to <br />cover additional interior signage and miscellaneous electrical adjustments for cubicles, <br />office technology, vending and weapons detection. The change order also extends the <br />project completion date from August 29, 2025 to October 10, 2025 is directly tied to <br />delays caused by the procurement and installation of the new elevator system. <br /> <br />All remaining construction activities after August were dependent on keeping the <br />first-floor lobby, corridor, and adjacent areas open to support elevator material staging, <br />installation, and inspection. These constraints prevented completion of finishes, office <br />spaces, and exterior elements until the elevator work was substantially complete. <br /> <br />Despite these limitations, the project remained on track in all other areas. Punchlist <br />work for floors 2–6 was completed on July 14, demonstrating that the building was <br />otherwise progressing toward an August completion. Temporary occupancy was <br />granted on September 18, allowing City staff to begin moving in before substantial <br />completion. To support this early move-in, the contractor maintained scaffolding to load <br />in office furniture, coordinated elevator operator support, and sequenced work to avoid <br />disrupting City operations. <br /> <br />Remaining work after October 10 was punch list related and dependent on third-party or <br />owner-provided components, including test and balance delayed by existing mechanical <br />equipment repairs not included in the remodel contract, replacement locksets required <br />due to existing hardware compatibility issues, and installation of the Code Blue elevator <br />controller pending manufacturer backorder. <br /> <br /> <br />
