JOSEPH COUNTY <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 27, 2026 <br />Application Number: 2026-0227 <br />Property Location: 505 North Boulevard <br />Architectural Style/Date/Architect or Builder: Classic Revival <br />/ 1916 / Freyermuth & Maurer <br />Property Owner: Michael and Jessica Voll <br />Landmark or District Designation: Chapin Park LHD, Ord. <br />#9575-05; Chapin Park Register Historic District NR-0407 <br />Rating: Significant <br />DESCRIPTION OF STRUCTURE/SITE: This building is a two and one half story, rectangular plan brick <br />home on a stone foundation with a three brick chimneys. The roof is of asphalt shingle 12/12 pitch with three ped- <br />imented gables. The front facade has a wide decorated frieze. The stoop features a triangular pediment with 2 doric <br />columns. Dormer windows are 6/6 double hung with pilasters supporting the pediments. The windows on the <br />main part of the house are in trios, double hung 4/1 that flank central 6/1 double hung. Windows have stone sills <br />and flush brick voussoirs with keystones. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Relocate overhead door to the west wall of the garage and relocate the windows and bricks to the south wall. <br />2) Remove ~3000 square feet of asphalt parking lot <br />3) Remove chain link fence along south property line <br />4) Remove wood handicap ramp from south side of house <br />5) Install new shed and fence <br />STANDARDS AND GUIDELINES: <br />Fencing and Retaining Walls: Pages 12-13; Site Projects: Pages 22-24; Walls: Pages 26-28; <br />Demolition and Deconstruction: Page 38 <br />SITE V ISIT R EPORT: N /A <br />STAFF R ECOMMENDATION: The proposed projects are part of the process of converting this house from <br />commercial use back to a residence. The removal of the asphalt parking lot, handicap ramp, and the replacement of <br />the chain link fence with a new decorative fence and relocation of overhead door of the garage are all appropriate <br />measures to return the integrity of the property to its historic origins.
