OFFICE OF THE MAYOR <br />CITY of <br />PETER J <br />COUNTY -CITY BUILDING <br />SOUTH BEN D <br />NEMETH, Mayor <br />SOUTH BEND, INDIANA 46601 <br />February 2, 1979 <br />Mrs. Mary,Christine Adams <br />South Bend Common Council <br />County -City Building <br />South Bend, Indiana 46601 <br />AREA 219 284 - 9261 <br />In Re: Ordinance No. 6547 -79, amending Chapter 21 of the <br />Municipal Code by requiring that proposed rezonings <br />be advertised by common address and that the <br />property have a public notice posted thereon <br />Dear Mrs. Adams: <br />Inasmuch as you were the sponsor of the above <br />captioned ordinance, I am writing this letter to advise you <br />that I have decided to veto said ordinance for the following <br />reasons: <br />1. The ordinance creates more red tape for appli- <br />cants for rezoning within the City of South Bend, and it <br />also creates more visual pollution within our city. In <br />view of the fact that almost all of the land within the city <br />limits is already addressed and developed, such an ordinance <br />would appear to be unnecessary. . <br />2. Any amendment of the city zoning ordinance must <br />be referred to the Area Plan Commission for its recommenda- <br />tion prior to adoption by the City Council. Inasmuch as you <br />failed to have this matter referred to the Area Plan <br />Commission, this ordinance was passed illegally and I, <br />therefore, have no choice but to veto it. <br />VWry s, <br />PJN /bjb <br />cc: Common Council Members <br />Irene K.
