Colfax Avenue <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br /> from "C-1" Commercial, "B" Height and Area to <br /> "C" Commercial, "B" Height and Area to allow a <br /> video production company and residence. <br />EXISTING LAND USE: The property currently contains a vacant <br /> office building. <br />SURROUNDING LAND USE AND ZONING: Located to the north across Colfax Avenue is a <br /> single-family home zoned "B" Residential, "B" <br /> height and area; to the east across St. Louis <br /> Avenue is a multi-family dwelling unit and a <br /> single-family home zoned "B" Residential, "B" <br /> height and area; to the south is a duplex <br /> zoned "B" Residential, "B" height and area; <br /> and to the west is a mixed use building zoned <br /> "C-1" Commercial, "B" height and area. <br />ACCESS: Access to the site is from both Colfax Avenue <br /> and St. Louis Avenue. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total•'site to be rezoned is 3,960 square <br />feet. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands or <br />environmental hazard areas are present. <br />SITE PLAN• The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer will require a drainage plan <br />at the final site plan stage. <br />A Special Exception will be necessary for the <br />residential portion of this building if this <br />site is rezoned to "C" Commercial by the <br />Common Council. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be tabled until the November 19, 2002 <br />Area Plan Commission meeting to allow the <br />petitioner time to submit a preliminary site <br />plan that meets all of the requirements of the <br />Zoning Ordinance. <br />
