President Warner stated, in the fall of 2025, we reached a <br />record number of residential permits issued. There were over 180 <br />single-family homes built in South Bend, according to Planner Mike <br />Davita, who shared the numbers yesterday. The vast majority were on <br />infill sites, not greenfield or outer suburbs. <br /> <br />More than half of these homes were built through city partnerships, <br />while a significant portion were market-driven projects without city <br />involvement. This marks the highest number since at least the early <br />2000s—possibly even 1999. <br /> <br />Upon a motion by Ophelia Gooden-Rodgers for approval, seconded by <br />Gillian Shaw, the motion carried unanimously; the Commission approved <br />an Appropriation Request as presented on January 8, 2026. <br /> <br />3. Budget Request (Matching Funds GOEVIN, EV Charging Station at <br />O’Brien Center) <br />Alex Bazán, Director of Sustainability, presented a budget request of <br />$20,000 to purchase and install a level 2 electric vehicle (EV) charging <br />station as part of a matching grant from Go Electric Vehicle In Indiana <br />(GOEVIN). It is a statewide collaborative initiative focused on expanding <br />electric vehicle (EV) adoption across Indiana. <br /> <br />Partners Include: <br />• Indiana Department of Environmental Management <br />• Indiana Utility Group <br />• Drive Clean Indiana <br />Our city was selected for this competitive funding opportunity as <br />part of the Community EV Infrastructure Plan. <br /> <br />Project Details <br />• Location: O’Brien Center (chosen for its public accessibility and lack <br />of EV charging options) <br />• Installation: Level 2 charging station with 2 ports (charges two <br />vehicles simultaneously) <br />• Total cost: $20,000 <br />o GOEVIN grant: $10,000 <br />o City contribution: $10,000 <br />• Budget request: $20,000 upfront; city reimbursed $10,000 after <br />grant funding is received <br /> <br />Impact <br />This project will: <br />• Increase EV charging access on South Bend’s south side
