Section 14. Other Documents. The Legislative Authority, or any <br />one or more members thereof, the Executive, the Fiscal Officer, and the <br />Clerk of the Legislative Authority, as appropriate, are hereby further <br />authorized and directed to execute such certifications, financing statements, <br />assignments and instruments as are in the opinion of the Legal Officer and <br />bond counsel necessary or appropriate to perfect the pledges set forth in <br />the Indenture and the Mortgage and to consummate the transactions provided <br />for in the Indenture, the Mortgage and the Agreement. <br />Section 15. Effective Date.
