SOUTH BEND REDEVELOPMENT AUTHORITY , <br />• REGULAR MEETING <br />September 5, 2007 1308 County-City Building <br />1:30 p.m. 227 West Jefferson Boulevard <br />Presiding: Carolyn Pfotenhauer South Bend, IN 46601 <br />The, 2007 Regular Meeting of the Redevelopment Authority was called to order at 1:30 p.m. by. <br />There was a quorum present. <br />1. ROLL CALL <br />Members Present: Ms. Carolyn V. Pfotenhauer, President <br />Mr. Ray Thomas, Vice President <br />Mr. Jose Alvarez, Secretary <br />Redevelopment Staff: Ms. Cheryl Greene, Legal Counsel <br />Mrs. Jenny Hullinger, Recording Secretary <br />2. APPROVAL OF MINUTES <br />a. Approval of the minutes of February 21, 2007 <br />• Upon a motion by Ray Thomas, seconded by Jose Alvarez, arid unanimously carried, the <br />Authority approved the Minutes of the Regular Meeting of February 21, 2007. <br />3. NEW BUSINESS <br />a. Redevelopment Authority approval of Resolution No. 159 authorizing the <br />Director of Economic Development of the South Bend Redevelopment <br />Commission to approve and execute plats and conduct other administrative acts <br />on behalf of the South Bend Redevelopment. Authority. <br />Mr. Inks asked the Authority to table this resolution until a future meeting: More <br />.research is needed on this issue. <br />Ms. Greene said she and Shawn Peterson had some discussion on this. In the past, <br />the Area Plan Commission had pushed to have the Mayor's signature on a number <br />of different documents. Ms. Greene explained that since the Redevelopment <br />Authority can hold title on properties, the Mayor's signature was not necessary. <br />One concern about this resolution would be if this would cause a delegation of the <br />Authority's powers, particularly whether or not it would give up the Authority's <br />power over lot splits, which are not administrative functions. <br />Ms. Pfotenhauer said her concern is that the statute is looked at very carefully. If <br />• we want to entertain this resolution at another time she would like to see an <br />analysis of the statute that gives us authority to turn this power over to the <br />
