<br />AN ORDINANCE APPROPRIATING $3,681,617.00 FROM
<br />THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR
<br />THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
<br />DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY
<br />OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE
<br />AGENCIES, FOR THE PROGRAM YEAR BEGINNING JULY 7,
<br />1979 AND ENDING JULY 6., 1980, TO BE ADMINISTERED
<br />THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT.
<br />STATEMENT OF PURPOSE AND INTENT:
<br />The government of the City of South Bend, in partnership
<br />with the City's private sector and residents, is committed to the
<br />goal of improving the "quality of life" in the City, its neighbor-
<br />hoods, and for its residents. As part of this commitment to a com-
<br />prehensive community development and improvement program, the City
<br />of South Bend through its Division of Community Development has
<br />applied for and received the approval fo the United Stated Depart-
<br />ment of Housing and Urban Development to expend $3,6812617.00 in
<br />the execution of certain housing rehab assis.tance, code enforce
<br />ment /demolition, public works, parks /open space /recreational
<br />facility improvement, public service, economic development, and
<br />general administration, planning /program development activities.
<br />In order to implement the aforementioned activities, funds are required.
<br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
<br />of South Bend, Indiana, as follows:
<br />SECTION I. The sum of $3,681,617.00 is hereby appropriated for
<br />the program year starting July 7, 1979, from the City of South Bend's
<br />Community Development Block Grant Fund (Program Year 1979). The appropria-
<br />tion shall be used as approved by the United States Department of Housing
<br />and Urban Development, under Title Twenty -Four (24), of the Code of Federal
<br />Regulations, Part Five Hundred and Seventy (570) for the Community Develop-
<br />ment Program Year 1979. This Appropriation shall be administered by the
<br />Division of Community Development and its designated subgrantees, and will
<br />be distributed as set forth below:
