South Bend
Redevelopment Commission
215 S. Dr. Martin Luther King, Jr. Blvd., Room 301, South Bend, Indiana
Redevelopment Commission Agenda Item
DAT E : 01/08/2026
FROM: Alex Bazán, Director of Sustainability
SUBJECT: Budget Request EV charging station at O’Brien
Center
Funding Source* (circle) River West; River East; South Side; Douglas Road; West Washington; RDC General; Riv. East Res.
* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller,
then the authorization of the expenditure of such funds shall be void and of no effect.
PURPOSE OF REQUEST: Budget request of $20,000 to purchase and install a level 2 electric vehicle (EV)
charging station as part of a matching grant from GOEVIN.
SPECIFICS: The City was awarded a matching grant called the Charging Infrastructure Funding
Opportunity from GOEVIN (Go Electric Vehicle Indiana) to install EV charging stations. GOEVIN is a
collaborative, statewide initiative dedicated to advancing the adoption of electric vehicles across the
state. The GOEVIN Team is comprised of the Indiana Department of Environmental Management (IDEM),
the Indiana Utility Group, and Drive Clean Indiana. The City was one of a handful of applicants that were
selected from this statewide funding opportunity. As part of implementing the City’s EV Community
Infrastructure plan, the Office of Sustainability has identified areas in need of EV charging stations, which
include the South Side of South Bend. The O’Brien Center was identified as an ideal location as it is a
publicly accessible location that is in a part of the City that lacks EV charging stations. With a publicly
accessible EV charging station on the South Side of South Bend, the City will provide greater access to
charging infrastructure and allow greater progress in its goals to support the transition to clean
transportation. An EV charging station at O’Brien Center will support charging needs for South Side
community members and visitors and a supportive environment for those considering the transition to
electric vehicles. The budget request from the Redevelopment Commission will support continued
investment in the South Side of South Bend. The GOEVIN matching grant is estimated at $10,000 based
on project costs to install a level 2 EV charging station with 2 ports at O’Brien Center. The GOEVIN grant
is provided as a reimbursement once installation is complete. Net project cost is estimated at ~$10,000.
______________ ___________Pres/V-Pres
ATTEST: __________ ________Secretary
Date: _____________ _______
APPROVED Not Approved
SOUTH BEND REDEVELOPMENT COMMISSION
January 8, 2026

