Redevelopment Commission Agenda Item <br />DATE: January 5, 2026 <br />FROM: Zach Hurst <br />SUBJECT: Budget Request – Rabbi Shulman Demolition <br />Funding Source* (circle one) River West; River East; South Side; Douglas Road; West Washington; RDC General <br /> *Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, <br />then the authorization of the expenditure of such funds shall be void and of no effect. <br />Purpose of Request: <br />This budget request is for $250,000 to pay for unforeseen asbestos abatement at the former <br />Rabbi Shulman apartment building located on Western Avenue. This is in addition to an <br />October 2025 budget request of $1,500,000. The City has a demolition contract with Green <br />Demolition in the amount of $1,348,000. <br />During the course of building cleanout, holes were opened up in the building’s exterior to <br />facilitate interior debris removal and asbestos abatement. Once the holes were opened a layer <br />of Transite siding was found sandwiched within the exterior wall section. <br />Transite siding acts as insulation but is Asbestos Containing Material which becomes friable <br />during demolition, and as such it must be properly abated as a hazardous material and sent to <br />the landfill. <br />The price for this additional abatement is $302,000. <br />_________________________Pres/V-Pres <br />ATTEST: __________________Secretary <br />Date: ____________________ <br /> APPROVED Not Approved <br />SOUTH BEND REDEVELOPMENT COMMISSION <br />January 8, 2026 <br />
