HUNT, COMMUNITY DEVELOPMENT DIRECTOR <br />1978 CDBG APPROPRIATION "DEMONSTRATION BLOCK" PROJECT <br />DATE: MAY 9, 1979 <br />� • II II � <br />o <br />• <br />�bb0O'aa • <br />1440 County -City Building <br />South Bend, I ndiana 46601 <br />219/284 -9335 <br />The Community Development Program in conjunction with the Department <br />of Public Works and Bureau of Housing has developed a "demonstration block" <br />activity consisting of the coordinated delivery of housing rehab and public <br />works services to two or three block frontage within the C.D. "target areas." <br />As you know, three such demonstration block projects are currently underway <br />in the Northeast, Northwest, and Southeast CD "target areas ". The attached <br />$100,000.00 appropriation request will enable us to implement similar <br />projects in the Far Southwest and Near Westside C.D. "target areas ". <br />The objective of the demonstration block activity is to improve over- <br />all community development program effectiveness and efficiency by coordinating <br />the preparation and implementation of separate activities; increasing the <br />impact of separate and singular community development programs; concentrating <br />various activities within a limited area; and, establishing a viable partner- <br />ship between neighborhood groups, residents, and city government. <br />The attached appropriation ordinance for $100,000.00 will provide <br />funds for a variety of public works site improvements including street repaving, <br />street reconstruction or construction, curb and gutter reconstruction or con- <br />struction, street lighting, tree planting, sidewalks, street fixtures, drainage, <br />sewer, or water facilities on an as need basis. <br />In addition, the Bureau of Housing and Community Development Program <br />will attempt to bring existing housing programs together in a coordinated <br />and concentrated manner through local homesteading, 312 loans, South Bend home <br />improvement loans, grants, and code enforcement. A.-list of alternative sites <br />has been compiled by the Community Development Program, Public Works and Bureau <br />of Housing for the proposed demonstration projects in the Far Southwest and <br />Near Westside C.D. "target areas." Additional input in the form of alternative <br />sites or general areas has been supplied by various neighborhood groups. <br />rn <br />Y <br />
