Recommendation for Submission Received (Carroll St. Lots Disposition) <br />Joseph Molnar, Assistant Director of Growth and Opportunity, <br />presented the property at Carroll Street and Monroe, just south of <br />downtown, is split-zoned for mixed-use (Neighborhood Center) and <br />residential (U2). The Redevelopment Commission (RDC) initiated the <br />disposition process and opened bids at the last meeting. One bid was <br />received from Allen Edwin Homes. Their proposal included detached <br />single-family homes (3–4 bedrooms, ~1,600 sq. ft., with garages) and <br />some townhome options. While the design aligns well with <br />neighborhood scale, site efficiency, and walkability, the bid did not meet <br />the required criteria outlined in the disposition packet. Missing items <br />included the 10% faithful performance guarantee (check for 10% of the <br />purchase price). <br /> <br />Recommendation: <br />• Reject the bid as it does not meet RDC’s disposition requirements. <br />• Continue discussions with Allen Edwin Homes to explore future <br />opportunities for a purchase agreement, as their concept shows <br />strong potential for the site. <br /> <br />Motion was made by Gillian Shaw to accept, second by Ophelia Gooden- <br />Rodgers. <br /> <br />On the motion: <br />• Eli Wax, Secretary: Yea <br />• Gillian Shaw, Commissioner: Yea <br />• Ophelia Gooden-Rodgers, Commissioner: Yea <br /> <br />The motion carried; the Commission to accept the Recommendation as <br />presented on November 24, 2025. <br /> <br />6. Budget Request (Pre-Development Services) <br />Caleb Bauer, Executive Director of Community Investment, presented <br />this proposal to request appropriation from the three largest <br />development areas to create a Pre-Development Services Fund. <br />$200,000 from RWDA, $100,000 from REDA and $50,000 from SSDA. <br />
