CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />I need to of course repair the brickwork and do repointing and I would like <br />to use that back of the property in a way which doesn't necessitate <br />windows and I am concerned with the area of drainage once that's <br />repaired, that if there's leaks in the future, it may most affect that area of <br />the building. So at this point it's not altogether feasible for me to repair <br />those windows. So I would like to brick them in with a potential for the <br />future to open them up and put new windows in." <br />The public was represented by: <br />There was no one from the public to speak in regards to this application. <br />After due consideration the following action was taken: <br />Upon a motion by David Wyncott, seconded by Michael Skaggs, and carried <br />by vote, the Historic Preservation Commission APPROVES Certificate of <br />Appropriateness Application #2025-0826 <br />Roll was called. <br />Commissioner Downs-Krostenko: NAY <br />Commissioner Skaggs: AYE <br />Commissioner Wyncott: AYE <br />Commissioner Hough: AYE <br />Commissioner DeKever: NAY <br />Commissioner Andrews: AYE <br />Vote: 4-2. Four in favor, Two opposed. <br />COA 2025-0826 APPROVED. <br />ii. 2025-0827 710 Park Avenue Chapin Park LHD, Ord. 9574-05 <br />(Audio Position: 00:14:05) <br />The staff report was presented by: <br />Ross Van Overberghe, Historic Preservation Administrator <br />Staff Recommendation: <br />The proposed deck on the rear of the house will not impact the integrity of the <br />home. The change of the non -original fixed window to door on the rear of the <br />house will have a minimal impact on the structure. Replacement of the duplex <br />cottage window set with a 1/3-2/3 picture window will also have little impact <br />on the integrity of the house. Staff make a favorable recommendation. <br />The bay window on the north side of the house has sagged causing the windows <br />to become inoperable. Raising and bringing the bay back into square and <br />level is encouraged to maintain structural integrity and restore full function to <br />the bay. The original design had an internal gutter at the meeting of the <br />house and bay roof, not ideal for shedding water away from the structure. A <br />reconstruction of the roof with an internal gutter at the edge of the roof away <br />from the house will ensure better water management and preservation of the <br />main house. The existing windows were retrofitted with double pane glass <br />inserts. That process has altered the original sashes. Replacement with <br />Marvin Ultimate aluminum wood clad windows will restore functionality to the <br />bay windows.
