KELZENBERG <br />Executive Director <br />Bureau of Employment and Training <br />I am submitting for Council review and approval the Annual <br />Budgets for Title IIB, Title IID, Title IV YETP and YCCIP, <br />Title VI and the Administrative Cost Pool. These Budgets <br />reflect most, but not all, of the available CETA Alloca- <br />tions to the City of South Bend. Missing and yet to come <br />are Title IV Summer Youth Employment Program and Title <br />VII Private Sector Initiative Program. <br />Please be advised that these Budgets reflect only "planning" <br />allocation figures. As is usually the case, we will not <br />receive final allocation figures until some time after <br />the fiscal year begins, depending on Congressional Action. <br />Unlike previous years, I am submitting a separate Admini- <br />strative Budget. The new regulations require the grantee <br />to maintain a separate administrative cost pool. Out of <br />this pool must come all administrative costs, both those <br />of the Recipient and those of Subgrantee agencies. Conse- <br />quently, the administrative budget reflects Bureau of <br />Employment and Training Administrative Costs and all <br />administrative costs necessary to maintain subagency pro- <br />grams. None of these subagency budgets are yet finalized. <br />All of them are submitted to the Board of Public Works for <br />final approval. Federal regulations do require the Grantee <br />to provide administrative costs to subgrants in 20 CFR <br />676.37. <br />I will be happy to answer any questions or supply additional <br />information if desirable. <br />lit <br />
