Section 106: There are no archaeological sites mapped in <br />the vicinity of the project area. There are no historic properties <br />located within the project area; however, there are two <br />individual properties rated as "Notable" and two rated as <br />"Outstanding" across the street from the project areas. For <br />purposes of Section 106 properties rated as "Notable" and <br />"Outstanding" are considered eligible for the National Register <br />of Historic Places (NRHP). If these properties are impacted, a <br />Historic Properties Report will be required. <br />If the project area, including all new permanent and temporary <br />right-of-way, can be confirmed as previously disturbed, the <br />Archaeology portion of Section 106 may be covered by a <br />records check and included in the Cultural Early Coordination <br />letter, with no Archaeological fieldwork being required. If <br />the area is not previously disturbed, a Phase I Archaeological <br />Survey will be required along with the fieldwork required for the <br />Historic Properties Report. <br />Our approach emphasizes transparent and inclusive community <br />engagement, recognizing that the long-term success of the <br />Western Avenue Transformation District depends on the input <br />and support of its residents, businesses, and stakeholders. <br />Public meetings and stakeholder workshops will be structured <br />to both share design concepts and actively gather feedback, <br />creating a collaborative process that builds consensus around <br />key project decisions. Engagement tools may include visual <br />renderings, project fact sheets, and interactive surveys, along <br />with online platforms to reach those unable to attend in person. <br />We will also coordinate with neighborhood organizations and <br />local leaders to ensure diverse perspectives are represented <br />and that the process remains accessible to all. <br />By establishing a clear dialogue with the community early <br />and throughout the design process, our team will ensure that <br />improvements reflect neighborhood priorities such as safety, <br />accessibility, and connectivity. Community input will directly <br />inform the design, resulting in infrastructure that not only meets <br />technical requirements but also advances the aspirations of <br />future residents and neighbors — strengthening trust, fostering <br />a sense of ownership, and ensuring lasting value for the City of <br />�c)ulh acnd. <br />Waters of the U.S.: There are no mapped waters resources <br />within the project area; however, there are roadside ditches and <br />culverts which may contain potential water resources. A Waters <br />of the U.S. Determination and Delineation may be required. <br />Section 404/401 permits will be required if impacts to the <br />stream or wetlands is planned and said stream, or any noted <br />wetlands, are considered Waters of the U.S. <br />Hazardous Material: A brownfields Hazardous Material site <br />is located within the project area and a leaking underground <br />storage site is located adjacent to the project. A Red Flag <br />Investigation will be required. <br />Environmental Assessment: Since this project is funded <br />by HUD (Section 108 HUD Loan), it will likely fall under an <br />Environmental Assessment for HUD -assisted projects. <br />• JPR partnered with the City of Fort Wayne to redesign a one -mile <br />stretch of the Oxford Street corridor into a more attractive, accessible, <br />and vibrant neighborhood street. Community engagement was <br />central to the process, with surveys, workshops, and stakeholder <br />• meetings guiding design decisions on traffic calming, ADA-compliant <br />walkways, stormwater improvements, and corridor identity. The <br />project demonstrates JPR's ability to integrate public input into <br />technical design, ensuring improvements reflect community <br />• priorities for safety, accessibility, and quality of life. The project is <br />currently in construction. When complete, Oxford Street will aid the <br />neighborhood in leveraging new economic opportunities, providing <br />safe and accessible mobility, and improving quality of life for residents. <br />..............................................: <br />
