Project Approach <br />STEP 5: IDENTIFY DESIGN CONSTRAINTS. <br />UTILITIES <br />In urbanized areas, utilities present challenges related to the installation of traffic signal equipment and reconstruction of curb <br />ramps. The area between the curb and buildings often includes lighting, utilities, streetscape items, and signs, presenting a <br />challenge in locating new signal equipment. <br />UNITED has successfully utilized subsurface utility engineering (SUE) to identify the exact location of utilities in these types of areas. <br />By understanding the locations of utilities at a higher level of accuracy, the locations of signal equipment can be designed to <br />reduce or eliminate utility conflicts and relocations, saving the City of South Bend money. <br />ENVIRONMENTAL PROCESS <br />■ Historic Districts or Properties <br />• The City of South Bend has several areas where a historic district <br />or historically significant resources are located near signalized <br />intersections. The presence of these resources can impact the <br />Section 106 process associated with the required environmental <br />document. <br />HISTORIC <br />BIRDSELL <br />MANSION <br />• UNITED has successfully navigated the modernization of existing signalized intersections within historic areas and is <br />well versed in design strategies for mitigating this risk. UNITED has successfully used dual arm cantilever structures and <br />alternative signal pole locations to help avoid impacts to historic properties allowing the use of the Section 106 Minor <br />Projects Programmatic Agreement (MPPA) and shortening the project schedule. <br />■ Hazardous Material Sites <br />• Signalized intersections in urbanized areas may be adjacent to <br />locations of NPDES sites, leaking underground storage tanks, <br />former dry cleaner sites, etc. These hazardous location sites can <br />impact the location of new signal equipment or require special <br />containment, transport, and storage of materials removed from <br />theproject site.,,, <br />POTENTIAL LEAKING <br />UNDERGROUND STORAGE <br />TANK <br />• UNITED's environmental team has a streamlined process for identifying these potential sites and coordinating with the design <br />team and regulatory agencies to determine how to mitigate impacts most effectively.
