Project Approach STEP 5: IDENTIFY DESIGN CONSTRAINTS. UTILITIES In urbanized areas, utilities present challenges related to the installation of traffic signal equipment and reconstruction of curb ramps. The area between the curb and buildings often includes lighting, utilities, streetscape items, and signs, presenting a challenge in locating new signal equipment. UNITED has successfully utilized subsurface utility engineering (SUE) to identify the exact location of utilities in these types of areas. By understanding the locations of utilities at a higher level of accuracy, the locations of signal equipment can be designed to reduce or eliminate utility conflicts and relocations, saving the City of South Bend money. ENVIRONMENTAL PROCESS ■ Historic Districts or Properties • The City of South Bend has several areas where a historic district or historically significant resources are located near signalized intersections. The presence of these resources can impact the Section 106 process associated with the required environmental document. HISTORIC BIRDSELL MANSION • UNITED has successfully navigated the modernization of existing signalized intersections within historic areas and is well versed in design strategies for mitigating this risk. UNITED has successfully used dual arm cantilever structures and alternative signal pole locations to help avoid impacts to historic properties allowing the use of the Section 106 Minor Projects Programmatic Agreement (MPPA) and shortening the project schedule. ■ Hazardous Material Sites • Signalized intersections in urbanized areas may be adjacent to locations of NPDES sites, leaking underground storage tanks, former dry cleaner sites, etc. These hazardous location sites can impact the location of new signal equipment or require special containment, transport, and storage of materials removed from theproject site.,,, POTENTIAL LEAKING UNDERGROUND STORAGE TANK • UNITED's environmental team has a streamlined process for identifying these potential sites and coordinating with the design team and regulatory agencies to determine how to mitigate impacts most effectively. By completing the Red Flag Investigation early in the design process, we have the opportunity to locate new or upgraded signal equipment in ideal locations to mitigate impacts to these facilities, eliminating the need for costly removal and storage of the contaminated soil and reducing the project cost.
