This training could include detailed information concerning traffic signals, signal timing, and Central Management <br />Software and hardware specific needs. The expansion of Smart Technology and deployment of additional resources <br />throughout the region provides additional opportunities for training to be utilized to the furthest extent and provides <br />the greatest benefit to the end users. Our team has extensive experience with developing and providing hands-on <br />training opportunities. <br />ENVIRONMENTAL APPROACH <br />Due to the scope of the project, it is likely that it will qualify under a programmatic categorical exclusion (PCE). This <br />will be documented through the preparation of a Red Flag and scoping checklist to be reviewed and approved by the <br />district environmental scoping manager. In addition, to maintain the applicability of the Minor Projects Programmatic <br />Agreement (MPPA), a qualified professional may also conduct a field survey to confirm the absence of historic <br />properties adjacent to the intersections requiring signal work. If the project does not qualify for a PCE, the American <br />Structurepoint environmental team will conduct additional environmental field investigations, including a wetland <br />delineation and a cultural resource review in accordance with Section 106 of the National Historic Preservation Act, <br />to identify the nature and extent of both natural and cultural resources in the project vicinity. Our scientist will then <br />work with the design team to minimize and/or avoid impacts to any identified resources and prepare the appropriate <br />level environmental documentation. <br />SUPPORT THROUGH IMPLEMENTATION <br />Based upon our long history of working side by side with the City of South Bend across multiple projects and all <br />aspects of the Signal System, we will continue to support the engineering staff and the Streets Department through <br />the implementation of the Central Management System. Our team is currently assisting other agencies with similar <br />deployments, and we look forward to providing the same services to South Bend.
