Jefferson Blvd., 13th Floor <br />South Bend, IN 46628 <br />RE: Proposal for Construction Manager as Constructor (CMc) Services: Kennedy Park Renovation, Project Number 123-008 <br />To the Selection Committee: <br />The City of South Bend has made a strong commitment to enhancing Kennedy Park as a vibrant, intergenerational destination <br />for recreation, inclusion, and community gathering. This renovation —anchored by a new aquatics center, upgraded park <br />amenities, and sustainable improvements —reflects the City's mission to deliver services that empower all residents to thrive. The <br />City's goals of accountability, innovation, and sustainability are clear, and Garmong Construction (Garmong) will bring that <br />vision to life. <br />Garmong is uniquely qualified to support these goals. We bring decades of experience delivering complex municipal, <br />recreational, and aquatic projects across Indiana, with recent examples including the Deaconess Aquatic Center in Evansville, <br />Toyota Indiana YMCA in Princeton which includes an aquatic center, and the Vigo County Aquatic Center in Terre Haute. <br />These projects demonstrate our ability to balance community priorities with cost control and schedule discipline, an approach <br />that aligns with the City's $13 million budget target. <br />For Kennedy Park, Garmong will assign a dedicated team experienced in aquatic and park facility construction. Our <br />collaborative process emphasizes value engineering, constructability reviews, and transparent communication, ensuring that <br />each design decision contributes to long-term sustainability and manageable operating costs. We will work closely with <br />DLZ Corporation and City staff to evaluate project elements based on cost -benefit, helping the City maximize impact while <br />maintaining fiscal responsibility. <br />Equally important, Garmong is committed to supporting local labor and broadening participation. We will engage minority-, <br />women-, and veteran -owned business enterprises throughout the project lifecycle, and follow a fair and open subcontractor <br />prequalification process. This approach not only meets the City's project -specific goals but also builds economic opportunity for <br />South Bend's workforce. <br />Enclosed are the required proposal documents, including company qualifications, project team resumes, financial and <br />insurance information, relevant project experience, and detailed project costs.
