uTH INTER -OFFICE MEMORANDUM <br />r <br />U\ <br />DEPARTMENT OF PUBLIC WORKS <br />x �4i5 k DIVISION OF ENGINEERING <br />TO: Hillary Horvath, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, PE, Sr. Project Engineer <br />SUBJECT: Reject Bids - Project No. 125-020A <br />Cleanup of South Bend Range, Phase I — Building Demolition <br />DATE: 08/19/2025 <br />On August 12, 2025, the Board of Public Works opened and read bids for the above project. <br />The Base Bid is demolition of above -ground buildings at the former South Bend Range facility <br />at 133 Cherry Street. <br />Six bids were received: <br />• Indiana Earth: <br />$425,000 <br />• Dore & Assoc.: <br />$549,700 <br />• Green Demolition: <br />$648,800 <br />• Ritschard Bros.: <br />$806,329 <br />• Omega III LLC: <br />$949,246 <br />• Adamo Demolition: <br />$1,155,240 <br />Upon review of the low bid from Indiana Earth, it was noted that no paperwork pertaining to the <br />City's Responsible Bidder Ordinance was included. Neither the Responsible Bidder Checklist <br />nor any supporting documentation was included in the bid. This merits disqualification of the bid. <br />The second low bid from Dore & Associates was not able to meet the apprenticeship <br />requirement set forth in the Responsible Bidder Ordinance. Dore & Associates met the MBE <br />goal but did not include any paperwork pertaining to the WBE goal. No Utilization Plan was <br />included in the bid, nor was the Good Faith Effort form. This merits disqualification of the bid. <br />The third low bid from Green Demolition is complete and responsive, but the price differential <br />between the low and third low bids is excessive at $223,800. To that end, in accordance with <br />Indiana Code 36-1-12-4(b)(8)(B) all bids should be rejected. The project will be readvertised for <br />bid. <br />Page 1 of 1 <br />
