Exhibit K1— Supplemental Scope of Services <br />City of South Bend <br />VPA Athletic Courts (Leeper Park) — Supplemental Services 2025 <br />7-25-2025 <br />The City of South Bend has awarded a contract to reconstruct tennis court facilities at Leeper <br />Park in 2025. utilizing post tensioned concrete as the primary court base for both the north <br />and south courts. There has been supplemental coordination outside the original project scope <br />as the final design was completed, bid and permitted. Tasks associated with supplemental <br />services are noted hereafter. Also attached is a manhour estimate and indirect costs estimate. <br />Task 1— Bid Alternates <br />Upon completion of construction documents for post tensioned concrete tennis courts at <br />Leeper Park, the City requested bid alternates. This approach was in anticipation of bid <br />amounts that exceeded the financial means to award and complete the project. Accordingly, <br />WBK developed two bid alternates that included asphalt court for a portion of the project in it's <br />entirety. This resulted in Addendum No. 1 which included the addition of six additional plan <br />sheets as well as details for construction of asphalt tennis courts. This also included <br />modification to the specifications and the addition of asphalt court specifications. Finally, <br />project quantities and bid proposal forms were modified to accommodate the three bid <br />alternatives desired by the City. <br />Task 2 — USTA Coordination <br />City staff has been coordinating plans and specifications with the USTA. Accordingly, USTA <br />representatives have been reviewing plans and commenting on items they wish to see revised. <br />WBK has been supporting staff responses to USTA comments pointing out the sufficiency of the <br />plans or making minor modifications to garner USTA approval and support. This has resulted in <br />additional staff coordination time, written responses to USTA comments and minor plan and <br />specification revisions. <br />Task 3 — NOI Permit Coordination and Submittal <br />Although the footprint of the courts remains unchanged, complete removal of all court <br />pavement was determined to be ground disturbance and cause for an NPDES Construction <br />permit. Accordingly WBK prepared and completed a SWPPP consisting of for plan sheets. We <br />also submitted the approved SWPPP along with fee payment to the IDEM web portal to <br />facilitate the construction schedule. <br />
