Carmel Baptist Church <br />Location: East West Alley between Indiana and Dubail from Carroll to the North South Alley <br />Dear Board Members: <br />The staff has reviewed this petition. It is the staff's opinion that: <br />(1) The vacation would not hinder the growth or orderly development of the unit or neighborhood in which it is <br />located or to which it is contiguous. <br />It is the staff's understanding that the alley is purposed to be vacated for future development. <br />(2) The vacation would not make access to the lands of the aggrieved person by means of public way difficult <br />or inconvenient. <br />The petitioner owns the property adjacent to what they are requesting to vacate. The remaining sections of <br />the alleys would remain open for access to the other lots. <br />(3) The vacation would not hinder the public's access to a church, school, or other public building or place. <br />The church is the property owner requesting the vacation. The public could still access the church from the <br />remaining alleyways. <br />(4) The vacation would hinder the use of a public way by the neighborhood in which it is located or to which it <br />is contiguous. <br />The configuration of the remaining east half of the east/west alley and the north /south alley may hinder the <br />turning radius, especially of larger vehicles like garbage trucks. <br />Due to the above stated reasons, the staff recommends that the proposed alley vacation be approved subject <br />to the petitioner dedicating additional right -of -way from lots 67, 68, and 84, Bowman Place Addition to <br />accommodate the turning radius. <br />Please contact our office if you have any questions or need any additional information. <br />Sincerely, <br />Angela M.
