• The South Bend Redevelopment Authority <br />Rescheduled Annual Organizational 1Vleeting <br />and Regular Meeting Minutes of January 24, 2000 <br />6. NEW BUSINESS <br />a. Authority approval requested for Resolution No.138 approving a Modification <br />to the Lease for the Morris Performing Arts Center Project, approving the <br />Execution of an Addendum to the Lease, and directing the Execution of an <br />Affidavit of Project Completion. <br />Mrs. Kolata explained that Resolution No.138 modifies the lease between the <br />Redevelopment Authority and the Redevelopment Commission for the Morris <br />Performing Arts Center Project, as well as authorizing the Redevelopment <br />Authority to execute an Affidavit of Project Completion for the Morris Project. <br />The Morris was inspected by the Building Department and the Fire Department <br />last Friday and has a Certificate of Occupancy that was issued on Friday. The <br />certificate states that the Morris is up to code requirements and is substantially <br />completed. Mrs. Kolata said there is still a lot of painting being done, and <br />equipment being installed, but basically the major work is done and the Morris is <br />able to have a Certificate of Occupancy. <br />• Ms. Pfotenhauer asked what was meant b the modificati <br />y on to the lease. Mrs. <br />Kolata stated that some things were taken out of the project description because of <br />lack of funds: the replacement of the historical marquee, a cloak room, an <br />additional ticket booth, and the air conditioning of the back stage area and the <br />decorative work in the Palais ballroom. What was completed in the Palais was: <br />lead-based paint abatement, a new roof, reinforcement of the trusses, removal of <br />the old heating and air conditioning equipment, putting in the new heating and air <br />conditioning, a new mechanical room, a new electrical room, restroom renovation, <br />and interstitial egress (the area between the Morris and the Palais has been <br />enclosed and is part of the exiting system of the Morris). Since the project went <br />substantially over budget this work will not be completed until more funding <br />comes in. South Bend Entertainment is in the process of raising additional money, <br />and hopes to raise an additional $1,000,000. The City has stated that when half of <br />the money that is estimated to be needed is raised, the City will finance the rest of <br />the work. Ms. Pfotenhauer asked why the project went over budget. Mrs. Kolata <br />said the delays and over budget were from the large amount of contracting work <br />that was going on. The delays were primarily from the steel not being delivered <br />for 7 to 8 months after it was ordered, which delayed everything else from getting <br />started. The steel, as well as all of the other bids, came in substantially over <br />budget. Contractors worked diligently to cut costs, but because they were having <br />• 2 <br />
