NEMETH, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />November 28, 1979 <br />South Bend Common Council <br />County -City Building <br />4th Floor, Council Chambers <br />South Bend, Indiana 46601 <br />Dear Members of the Common Council: <br />219/284 -9241 <br />The enclosed bill is intended to amend the various sections of <br />the South Bend Municipal Code which pertain to the issuance, suspension <br />and revocation of City licenses and permits. The purpose of this bill <br />is to establish a uniform procedure for the issuance of licenses and <br />the review of compliance by licensees during the course of the license <br />period by requiring that the standards and procedures established in <br />Section 1 -18 of the Municipal Code be applied to all licensing ordi- <br />nances. <br />It is our opinion that the standards and procedures set forth in <br />Section 1 -18 of the Municipal Code meet constitutional due process <br />requirements and should be applied to all licensing ordinances.
