The purpose of this bill is to establish a uniform procedure for the issuance of licenses and the review of compliance by licensees during the course of the license period by requiring that the standards and procedures established in Section 1 -18 of the Municipal Code be applied to all licensing ordi- nances. It is our opinion that the standards and procedures set forth in Section 1 -18 of the Municipal Code meet constitutional due process requirements and should be applied to all licensing ordinances. (An appendix to the various sections of the Municipal Code amended by this bill is attached for your reference). For these reasons, your favorable action on this bill will be appreciated.
