Mullen 219/284 -9742 <br />Director, Administration and <br />Finance <br />November 28, 1979 <br />Members of the Council <br />South Bend Common Council <br />City of South Bend <br />Dear Council Members: <br />There will be presented for your consideration for first <br />reading of the December 3, 1979 Council meeting several <br />ordinances appropriating and transferring funds within <br />several budgets of the many bureaus and departments of <br />the City. Whereas, I thought all the year -end adjustments <br />had been achieved by the ordinancespassed at the November 15th <br />Council meeting, such is not the case. <br />Two of the ordinances are additional appropriations, not <br />transfers. If you will recall, state funds expected for <br />Police and Fire Pension Relief were specifically deleted <br />from the 1979 budget in the form of current year retirement <br />payments. Those funds have been received, and at this time <br />must be appropriated back to those line items, <br />In addition, several line item transfers must be made in the <br />Substandard Building Department, Fire Department, and the <br />Economic Development Commission budgets. <br />The State Board of Tax Commissioners has set an approval <br />hearing deadline of December 15, 1979, In order to meet that <br />deadline, I am respectfully requesting that the Council suspend <br />rules and have first and second reading and public hearing <br />on the evening of December 3, 1979.. <br />Thank you for your consideration in this matter.
