<br /> <br /> 3 <br /> <br />Introduction <br />The City of South Bend Redevelopment Commission (the “Redevelopment Commission”) <br />proposes to establish a residential housing development program and related allocation area <br />pursuant to IC 36-7-14-39 and IC 36-7-14-56 (the “Allocation Area”) within the City of South <br />Bend, Indiana (the “City”), to be known as the “Lincoln and Kennedy Park Residential Housing <br />Development Program” (the “Program”). The proposed Program is within the River West <br />Development Area (the “River West TIF” or “Area”). This document serves as the plan for the <br />Area (the “Plan”) as a component of the River West Development Area Plan (the “River West <br />Plan”). <br />The Plan, as a component of the River West Plan, must be approved by the City’s Redevelopment <br />Commission, the Plan Commission, and the Common Council pursuant to state law (IC 36-7-14- <br />15 and IC 36-7-14-16). Upon approval, the Redevelopment Commission will hold a public <br />hearing—pursuant to state law (IC 36-7-14-17)—before confirming (or modifying and <br />confirming) the designation of the Area and the approval of the Plan. <br />Purpose <br />The purpose of the Lincoln and Kennedy Park Residential Housing Development Plan is as <br />follows: <br /> <br />• To benefit public health, safety, and welfare of citizens; <br />• To increase the economic well-being of the City; <br />• To protect and increase property values in the City; <br />• To increase development of a variety of housing opportunities within the City; <br />• To promote high quality, impactful public improvement projects that benefit the <br />residents of the Area; <br />• To attract and retain jobs; <br />• To increase the number of students within the associated school district; and <br />• To increase the property tax base. <br />Location of Lincoln and Kennedy Park Residential Housing Development <br />Program <br />The Program includes parcels within both the Lincoln Park and Kennedy Park neighborhoods. The <br />development area boundary is more specifically represented by the boundary map in Appendix A <br />and in the legal description found in Appendix B. <br />Commented [CD1]: Add RW TIF Plan to the appendix?
