Some buildings appear to be <br /> occupied while some appear to be vacant. <br /> 3. Most Desirable Use: <br /> The most desirable use for this property would be to restore it to an occupied residential use, as <br /> there has been a home on the site for more than one hundred years, but the current structure is <br /> nonconforming with its zoning designation. <br /> 4. Conservation of Property Values: <br /> Allowing this vacant home to be occupied may help to increase the value of this specific <br /> property, as well as surrounding properties. <br /> 5. Responsible Development and Growth: <br /> Rezoning this parcel would allow for the use of an existing structure that already has utilities <br /> provided, exhibiting a responsible and low-impact instance of development. <br /> Analysis & Recommendation <br /> Commitments: No commitments are proposed at this time. <br /> Analysis: Although the neighborhood plan recommends that this parcel stay zoned as industrial, <br /> rezoning it to U3 would fulfill a goal of the Kennedy Park neighborhood plan to rehabilitate <br /> housing units in the area, as well as two related goals within the city's comprehensive plan to <br /> maintain the city's existing housing stock and support community organizations in rehabilitating <br /> older homes. Additionally, it would create continuity with the U3 zoning of other residential <br /> parcels immediately to the north and allow for the use of an existing building. <br /> Recommendation: Based on information available prior to the public hearing, the staff recommends the <br /> Plan Commission send the rezoning petition to the Common Council with a favorable <br /> recommendation. <br /> SOUTH BEND PLAN COMMISSION Page 4 of 4 <br />
