HRP <br />CONSTRUCTION.., <br />July 22, 2025 <br />To Whom It May Concern <br />Re: Drug and Alcohol Testing <br />Grand Trunk Western Watermain Replacement at Greenlawn Avenue <br />And S. 30th Street <br />We have a long standing tradition of requiring all new employees to be tested for drugs and <br />retaining the right to require further tests at random or for cause. <br />In 2006 a new state law went into effect requiring any contractor that works for the state (which <br />includes INDOT) to have a much more formal and rigid program, and to certify that this <br />program is in place at the time of their bid. <br />June 1, 2007 we signed an agreement with BCRC to provide our drug testing program. <br />We selected the BCRC, Building and Construction Resource Center Inc., for a number of <br />reasons: <br />a) They are approved by the State. <br />b) Their program is the one included by addendum in the 150 Heavy Highway <br />Contract. <br />c) Their program's allowed by the State Laborers Council. <br />d) They will also accept our non -union employees (who also, by statute, must be <br />included). <br />e) All of our employees will be subject to the same rules and regulations. <br />f) BCRC's plan also includes an EAP (Employee Assistance Program). <br />
