I1. Objectiven. The primary objective of this shady will be to make substantive recommendations to the South fiend City administration concerning new methods, approaches and policies in the fiscal decision- making process that will result in a more cost- effective, efficient and responsive fiscal decision- making system. The focus of the study will be on fiscal policies relating to the integration of Community Development and other federally funded programs with programs funded from local sources of revenue. 111, Mork Program: Tne ;rv:oci YrEctor will allocate 30 working days during the project period to provide advisory services to the City Controller regarding financial mana- gement. :n addition to providing advisory service of a general nature in response to immediate needs of the Controller, the project director will accomplish the following specific tasks: 1. Evaluate current City policy in reguard to the management of Community Development, and other Federally funded programs. 2. Nuluate the City's cash management practices and policies, and recowmend methods for increasing -investment earning where feasible; and to make recommendations concerning how this process can facilitate Community Development planning and management. 3. Evaluate Me Oty's risk management program with emphasis on the fees:hility and proper level of funding for a self - insurance program for certain risks to be identified. 4. Evaluate the City's current debt capacity including the individual and aggregate capacities of the civil city and all special purpose districts; including the Redevelopment Commission. 5. Assist the Controller in preparing the City's annual operating budget for funds from all sources. 6. Assist the Controller in establishing a multi -year Capital Improvement Plan, including Community Development and Public Works Projects. -2 -
