Unspecified Local Option Funds for Technical Assistance in Community Development Fiscal Decision - Making DATE: March 18, 1980 , b e,(1)f@hC9% 1440 County -City Building South Bend, Indiana 48801 (219) 284.9335 Attached for your consideration is an Ordinance which would appropriate $6,500 from the 1979 Community Development budget Unspecified Local Option account. The money would be used to contract with the Michiana Urban Observatory to provide tech- nical assistance to the City Controller's office, particularly in the area of manage- ment of federal funds, and integrating these funds with other funds handled by the City. The project is expected to last for three months. During that time, Mr. Ron Miller, from Indiana University, Indianapolis, will spend thirty days in South Bend providing on -site assistance. Mr. Miller, a former City Manager, has served as a fiscal consultant to many other cities in Indiana. At the project's conclusion, a written report will be submitted to the City Controller, with copies available to members of the Common Council. A copy of the proposal and budget is attached. Mr. Miller has assured us that the work program will be flexible enough so he can respond to specific needs which may be articulated by the Controller or C.D. staff. The balance in the 1979 Unspecified Local Option account is presently $106,535.
