BAUER <br />Director <br />STEVEN ctor MEMORANDUM <br />Deputy Director <br />TO: Members of the Common Council <br />FROM: Marzy Bauer, Director <br />Community Development <br />SUBJECT: Ordinance to Appropriate $6,500 of 1979 C.D. <br />Unspecified Local Option Funds for Technical <br />Assistance in Community Development Fiscal <br />Decision - Making <br />DATE: March 18, 1980 <br />, b <br />e,(1)f@hC9% <br />1440 County -City Building <br />South Bend, Indiana 48801 <br />(219) 284.9335 <br />Attached for your consideration is an Ordinance which would appropriate $6,500 <br />from the 1979 Community Development budget Unspecified Local Option account. The <br />money would be used to contract with the Michiana Urban Observatory to provide tech- <br />nical assistance to the City Controller's office, particularly in the area of manage- <br />ment of federal funds, and integrating these funds with other funds handled by the <br />City. <br />The project is expected to last for three months. During that time, Mr. Ron <br />Miller, from Indiana University, Indianapolis, will spend thirty days in South Bend <br />providing on -site assistance. Mr. Miller, a former City Manager, has served as a <br />fiscal consultant to many other cities in Indiana. At the project's conclusion, a <br />written report will be submitted to the City Controller, with copies available to <br />members of the Common Council. <br />A copy of the proposal and budget is attached. Mr. Miller has assured us that <br />the work program will be flexible enough so he can respond to specific needs which <br />may be articulated by the Controller or C.D. staff. <br />The balance in the 1979 Unspecified Local Option account is presently <br />$106,535.
