Klosinski, P.E., Assistant City Engineer <br />SUBJECT: Agenda Request — Bid Award <br />South Well Field, Water Treatment Plant, and Distribution System <br />Improvements — Bid Package 2 Division A (Rebid) <br />Project No. 117-059A / DFO PROJ00000082 <br />DATE: June 27, 2025 <br />The Board of Public Works received and opened public bids for the subject project at its <br />Regular Meeting on June 10, 2025. The Department of Public Works, Division of Engineering, <br />Division of Water Works, and Donohue & Associates (Engineer of Record) have reviewed the <br />bids, and the bid prices ranked as follows: <br />BASE BID - BID PACKAGE 2 DIVISION A <br />BIDDER <br />BASE BID <br />1. R. Yoder Construction, Inc. <br />$3,670,297.00 <br />2. Bowen Engineering <br />$4,015,000.00 <br />Bid Assessment: <br />Donohue & Associates provided a Bid Review of the subject bids, and both bidders omitted <br />some information that was requested in the Bid Package regarding experience questionnaires, <br />work plan, equipment, and subcontractor lists. However, both bidders have completed projects <br />for the City of South Bend, and both bidders are pre -qualified. Since Public Works has <br />employed both contractors on previous projects, we are aware of their work products and both <br />are qualified to complete the work. <br />This project has a Minority Business Enterprise (MBE) Utilization Goal of 1.11 % and a Women <br />Business Enterprise (WBE) Utilization Goal of 4.24%. The lowest bidder, R. Yoder <br />Construction, provided an MBE Utilization Plan with 0.272% participation and a WBE Utilization <br />Plan with 0.717% participation, in total approximately $36,300 of their Base Bid price. Review <br />of R. Yoder Construction's MBE and WBE good faith efforts suggest that good faith efforts to <br />contact and obtain quotations for subcontractor work were made, but some of the MBE and <br />WBE contractors were either too busy with current workloads to commit to the project or unable <br />to supply a price for use at the time of bid. Bowen Engineering provided an MBE Utilization <br />Plan with 1.31 % participation and a WBE Utilization Plan with 4.69% participation, in total <br />approximately $240,900 of their Base Bid price. <br />R. Yoder Construction's Base Bid price was $344,703.00 lower than Bowen Engineering's <br />Base Bid price. <br />
