PARENT, Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 January 23, 1980 Members of the Council 4th Floor Council Chambers County -City Building South Bend, IN 46601 Dear Council Members: 219/284 -9742 During the last several weeks, I've spoken with you on two occasions with reference to the City's risk retention program. As I have stated previously, while the City stands to save considerable money through this arrangement, the exact amount cannot be arrived at by simply subtracting the cost of premiums from those funds appropriated. In addition to premium costs, settlement awards, and claims, the City must now provide certain functions that would normally be provided in the premium cost by the carrier. In this instance, those costs are: defense council and secretarial staff, adjusting services, and most important, a Safety Officer, who can provide the safety policy function for the City. There are equipment needs ($2,500.00), supplies ($1,000.00), and contractual services ($15,100.00), such as local mileage, instruction, and transcribing services which are also necessary costs of such a program. The Ordinance I've submitted with this letter appropriates $68,873.00 to provide the funding for the items I have previously mentioned.
