South Bend, Indiana 46601 Dear Councilmen: At the June 30th meeting of the Council Rules Committee, the topic of reporting the minutes of the Council committees was discussed. Presently the Code only requires an annual written report of each committee whereas state law requires a written report of each committee within a "reasonable period of time ". In light of the apparent discrepancy between the Indiana Open Door Law and our own municipal code, the Committee is recommending that the Code be amended. Therefore, the attached bill is introduced in the hope of making our own regulations more efficient, and also consistent with state laws. This bill would basically do the following: (1) Require a written report of each committee to be filed with the City Clerk's Office within two (2) weeks after a committee meeting; and (2) Require the City Clerk's Office to maintain all reports in a permanent file so that they may be used in the future as informational and reference material. We believe these changes would help make our own rules more efficient, and would further professionalize our procedures. I seek your suppPrt of these amendments.
