ORDINANCE NO. AN ORDINANCE AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2, ARTICLE 1, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COMMONLY REFERRED TO AS THE COMMON COUNCIL STATEMENT OF PURPOSE AND INTENT The Common Council of the City of South Bend recognizes that it has the authority to "adopt local laws deemed necessary for the effective operation and conduct of government with respect to municipal and internal affairs." The Council further recognizes that the rules and regulations of the Council were enacted prior to the passage of the 1977 Indiana Open Door Law found at Indiana Code Section 5- 14 -1.5 -1 through 5- 14- 1.5 -7. In the interest of clarifying the regulations regarding the reporting of minutes of committee meetings of the Council, and in the interest of being consistent with the state law, the following bill is introduced. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City Of South Bend, Indiana, as follows: SECTION I. Chapter 2, Article 1, Section 2 -7 of the Municipal Code of the City of South Bend, Indiana, commonly known as Duties of City Clerk as Clerk of Council, is hereby amended by the addition of new sub - section (j) which shall read in its entirety as follows: (j) The Cit Clerk's Office shall maintain all minutes 7: 11 of the standing and special committees of the Common Council Which are dul 'filed with said office by the Chairman of the Committee. The minutes shall be maintained with the notices of such meetings in a separate and commi tee, pll folders shall be openrforepublicdinspectionh and available for copying at a reasonable cost to members of h e p ublic. t SECTION II, Chapter 2, Article 1, Section 2 -10 of the Municipal Code of the City of South Bend, Indiana, commonly known as Standing Committees of the Common Council; titles and responsibilities, is her amended by amending sub - section (f) as follows: eby (f) Responsibilities and scope of Council Committees: The general responsibilities of each Council committee shall include the right to review all legislative proposals, reports and other pertinent information under its jurisdiction; and to monitor on a continuing basis the department, bureau and public officials under its jurisdiction. Ech shall report periodically to the Council, with committee dam }��e�- �epe��s -be the minutes o �ee written reports of f each meeting being filed with the City Clerk within two (2) weeks after each meetin include the followin g• Said reports shall g: (i) date, time, and place of the meeting; �-� persons in attendance; iii general substance of all matters proposed, discussed, or decided; and (iv a record of all votes taken, if any.
