SERGE <br />Vice President <br />JOHN VOORDE <br />To: All Members of the Common Council <br />Chairman, <br />Committee of the Whole <br />The Common Council passed on July 28, 1980, an amendment <br />to Chapter 16, Sewers and Water, of the Municipal Code of the <br />JOSEPH T. SERGE <br />City of South Bend, Indiana, which was the addition of a new <br />First District <br />Article 7 entitled Sewer Fund and Charges, and that Ordinance <br />WALTER M.SZYMKOWIAK <br />was signed by the Mayor on August 6, 1980. On September 15, <br />Second District <br />1980 in order to clarify portions of that Ordinance an Amendment <br />BEVERLIE J. BECK <br />was passed. <br />Third District <br />LEWIS A. McGANN <br />Fourth District <br />The Council held several meetings prior to passage of this <br />ROBERT G.TAYLOR <br />Bill, fully realizing that the sum of seventyafive cents per <br />Fifth District <br />month would be added to the sewer service charge. At the time of <br />WALTER T.KOPCZYNSKI <br />Sixth District <br />passage a committment was made to the public that this Ordinance <br />BEVERLY D. CRONE <br />would be reviewed at the end of a year to determine if the charge <br />At Large <br />of seventy -five cents would still be necessary. After looking at <br />RICHARD C.DOMBROWSKI <br />the total in the account and the monies that are being expended, <br />At Large <br />I am of the opinion that this charge could be reduced to twenty - <br />JOHN VOORDE <br />At Large <br />five cents effective November 1, 1981 and the account should still <br />be funded adequately y for the year 1982. <br />Since this is a dedicated fund, any excess money in this <br />account can not be used for any other purpose. Therefore, it <br />serves no purpose to continue to build up this account at the <br />expense of the taxpayer. The amount charged the public should <br />only be enough to meet expenses. <br />It is important for us to see that all charges are justified <br />and to reduce as well as increase when necessary. It is always <br />possible that at the end of the next year, we may find that the <br />rate will have to be adjusted again and we will address that at <br />that time. <br />Your support of the attached amendment will be appreciated. <br />Respectfully, <br />X '. <br />Beverly .
