<br /> M E M O R A N D U M <br />DATE: October 21, 2024 <br />TO: Charlotte Brach, PE Senior Engineer – Engineering, City of South Bend, <br />Department of Public Works, Division of Engineering <br />FROM: Patrick O’Connor, PE, PTOE, American Structurepoint, Inc. <br />RE: Traffic Signal Warrant Analysis – W Washington Street & William Street <br /> <br />This memorandum presents the evaluation summary and results of the traffic signal <br />warrants analysis performed for the intersection of W Washington Street & William <br />Street in South Bend, Indiana. American Structurepoint conducted the signal warrants <br />evaluation for the subject intersection per guidelines presented in the Indiana Manual on <br />Uniform Traffic Control Devices (IMUTCD). Section 4C.01 of the IMUTCD outlines the <br />procedure for justifying traffic control signals and includes evaluation of the nine (9) <br />signal warrants analyzed for the subject intersection. <br /> <br />Background <br />W Washington Street is a two-lane, local east/west street and William Street is a two- <br />lane, local north/south street. Both have a posted speed limit of 25 miles per hour (mph). <br />The intersection is located within the downtown (central business district) area of the City <br />of South Bend. All four (4) approaches have exclusive left-turn lanes and a shared <br />through-right lane. On-street parking is allowed on all legs of the intersection, except for <br />the west (eastbound direction) approach. The primary land uses in the vicinity of the <br />intersection consist of residential and office space. <br /> <br />Traffic Data Collection <br />Traffic data was collected on Tuesday October 1st, 2024 for 24 hours. The data included <br />vehicle type classification and was presented in 15-minute intervals. Traffic data is <br />presented in Attachment A. <br /> <br />The procedure for justifying traffic control signals requires an engineering study of traffic <br />conditions to be conducted.
