CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />Tom and Marlene Nowak, 1709 East Wayne Street, appeared in person <br />to speak as the applicant. <br />Nicholas Ritchie, 3633 Miller Drive, Plymouth, IN, appeared in person to <br />represent the applicant. <br />The public was represented by: <br />Nicholas Ritchie, 3633 Miller Drive, Plymouth, IN, appeared in person to <br />speak in favor of the application. <br />After due consideration the following action was taken: <br />Upon a motion by Andrew Jones to deny (citing failure to comply with the <br />Standards and Guidelines), seconded by Joan Down s-Krosten ko, and <br />UNANIMOULY carried by vote, the Historic Preservation Commission <br />denies Certificate of Appropriateness Application #2025-0213. <br />Roll was called. <br />Commissioner Skaggs: AYE <br />Commissioner Hough: AYE <br />Commissioner DeKever: AYE <br />Commissioner Downs -Krosten ko: AYE <br />Commissioner Jones: AYE <br />Commissioner Andrews: AYE <br />Vote: 7-0. Seven in favor, none opposed. <br />COA #2025-0213 is DENIED. <br />ii. 2025-0303 1168 Lincoln Way East Lincoln Way East LHD, <br />Ordinance #7343-84 (Audio Position: 00:43:16) <br />The staff report was presented by: <br />Kate Himic, Historic Preservation Specialist <br />Staff Recommendation: <br />The proposed garage would sit in the approximate location of a previous <br />garage, which was approved for demolition in 2019 due to significant and <br />extensive deterioration (COA 2019-0219A). The proposed new garage <br />would have to meet Zoning setback requirements, and Staff advises that <br />the homeowner continue to work with Zoning staff to ensure compliance. <br />The proposed new garage from Menard's would have through -fastener <br />steel panel siding, a through -fastener steel panel roof, steel doors, and <br />one sliding, vinyl window at the rear. As stated in the Guidelines, new <br />buildings in Local Historic Districts, should have basic building and roof <br />forms like those seen in the District. Sample features that should be used <br />in defining physical context include materials, style, roof lines, and design <br />character. As proposed, the siding and roofing material of the new garage <br />are neither appropriate for the context of the District nor sympathetic to <br />the design of the house. The proposed roof line is also out of character <br />when compared to other existing auxiliary buildings in the District, many <br />of which have steeply pitched gable roofs. More appropriate siding styles <br />for this District would be vertical board and batten siding or clapboard <br />siding. A more appropriate roofline would be a steeper pitched gable roof <br />or a low pitched hip roof, to complement the character of the District or <br />the house, respectively. Based on the information provided prior to this <br />public hearing, Staff makes an UNFAVORABLE RECOMMENDATION. <br />The applicant was represented by: <br />Page 12 March 17, 2025 <br />
