Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />Action Steps: <br />1, Develop parks plan <br />a. Visit other successful cities' urban neighborhood parks <br />b. Identify vacant lots which are suitable to accommodate parks <br />C. Work with City to determine which lots are suitable for permanent <br />dedication as parkland <br />d. Conduct a design competition among Landscape Architects and <br />Urban Planners to design a neighborhood park system <br />e. Choose plan which meets requirements of entire neighborhood <br />d. Work with area landscape contractors and developers for donated <br />materials and labor. <br />2. Develop plan for infill housing on vacant lots not accommodating parks. <br />a. Work in conjunction with Housing Task Force to accomplish their <br />mid- and long-term projects including: <br />• relocating suitable homes from targeted by the Riley High School <br />expansion and the construction north of Broadway construct new <br />single family homes in remaining vacant infill sites; <br />• creating a neighborhood based finance corporation to serve as <br />the non-profit mortgage banker to finance the purchase and/or <br />improvements of single and multi -family housing. <br />3. Develop interim uses plan for vacant lots not accommodating parks or <br />homes. <br />a. Identify which vacant parcels will be developed in the future, but <br />remain vacant at present. <br />b. SEQL/Partnership Center volunteer dedicates time to implement <br />Summer Garden Youth Project <br />C. Develop a Youth Conservation Corps to provide maintenance <br />services to vacant parcels and neighborhood residents. <br />d. Work with C.O.G.I.C. based on their past successes with their youth <br />garden project. <br />e. Neighborhood Block Club utilize empty lots and be given access to <br />equipment through a lending program (Loan -A -Tool project). <br />4. Other vacant parcels which will not accommodate any of the above which <br />are adjacent to owner -occupied single family homes should be offered for <br />sale to that owner for $1 . <br />5. Work with Redevelopment, Park Department, South Bend Heritage, Family <br />and Childrens Center, Parkview, IVY Tech to develop support for the entire <br />park system plan. <br />50 <br />
