Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />• Capital must be made available to encourage continued and new <br />homeownership thereby creating reinvestment in the neighborhood and <br />moving toward a stabilized environment. Local capital resources for <br />existing and potential residents through banks and appropriate agencies <br />and coordinated through an organization such as SEQL should be <br />established. <br />• The neighborhood should work with the City to develop a land use and <br />transportation plan that will redistribute the traffic handling capacity lost <br />when Calvert Street is closed. This should be done in such a way as to <br />not overload neighborhood streets. <br />• The neighborhood and the City should encourage, support, and allow home <br />occupations which maintain the integrity of the residential environment, <br />allow for increased personal income, and maintain a day -time population <br />which adds to the safety of the neighborhood. <br />35 <br />
