The neighborhood <br />should support these uses by dedicating the services of skilled volunteers <br />in a coordinated program of neighborhood clean-up and fix -up and the <br />development of a network of neighborhood -based services offered to those <br />needing assistance in property maintenance and management. Consider <br />development of a Youth Conservation Corp. to maintain (mow, clean, etc.) <br />abandoned/vacated properties. <br />• Publicly funded infrastructure improvements within the neighborhood such <br />as streets, sidewalks, stormwater management, and lighting must be made <br />to encourage private investment within the neighborhood. In conjunction <br />with the strategies developed in the Security Working Paper, public <br />improvements including physical barriers to through traffic (cul-de-sacs, <br />road diversions, street lighting, etc), aimed at creating a defensible <br />environment must be planned, budgeted, and installed with the assistance <br />of the City. <br />• Compatible and attractive interim uses of planned vacant areas within the <br />neighborhood should be created. Where several joining parcels are <br />vacated, installation of parks and active play spaces should be considered. <br />Where individual parcels are vacated the opportunity exists for installation <br />Of tot lots, community garden plots, or urban nurseries. as temporary uses <br />until permanent development occurs. Temporary infill uses should be <br />appropriate to the length of time the parcel is expected to be vacant. <br />• Reinvestment in the neighborhood should also occur by encouraging and <br />supporting existing and future neighborhood oriented businesses. <br />Programs to support small business start-up should be developed and <br />marketed to potential business owners. <br />• The partnership between the neighborhood and the City should locate <br />neighborhood -oriented, neighborhood -operated support facilities (senior <br />center, child care facility, resource center, etc.) within the neighborhood. <br />Consideration should be given to using a moving Partnership Center <br />(regular relocations and conversions) as a vehicle for rehabilitation and <br />conversion to neighborhood -service facilities. <br />33 <br />
