Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />• Construction of new affordable and market rate housing should be <br />encouraged on available sites, including the 54-56 unit SBHF project in a <br />form and setting which is compatible with the neighborhood. <br />• New neighborhood parks and playgrounds should be developed with inputs <br />from local residents, especially children. <br />• New homeowner/occupants should be actively recruited, with the assistance <br />of local real estate industry. <br />• Street improvements should be made to reduce through traffic in the <br />neighborhood, as further described in the Land Use and Security Working <br />Papers. <br />• Cooperative working relations should be established with all new <br />institutional and public developments in the neighborhood to guarantee their <br />compatibility with nearby housing and to maximize their positive impacts on <br />the liveability of the neighborhood. <br />• Active commercial revitalization programs should be organized for the <br />Miami, Michigan, and Sample Street corridors, involving public/private <br />partnerships; a quality food store should be recruited to meet neighborhood <br />demand. <br />Preventive Measures <br />• A broad based consensus should be reached regarding the defensible <br />boundaries of the residential area which are not to be violated by the <br />encroachment of peripheral non-residential uses. <br />• Existing home owner/occupants should be encouraged and assisted to carry <br />out preventive maintenance on their properties and to participate actively in <br />neighborhood organizations and programs. SEQL and other appropriate <br />organizations should actively promote and educate homeowners on the <br />available existing programs for rehabilitation assistance. <br />• City code enforcement activities should be carried out not solely from the <br />regulatory point of view, but also from the more sensitive assistance point <br />of view; existing codes and procedures may merit amendment. <br />• Neighborhood security should be enhanced as described in the other <br />Working Papers. <br />10 <br />
