Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />would be enhanced by these efforts. The parks should also be designed to stop <br />through traffic, be well -lighted and have programs and activities so that children <br />are supervised by responsible adults while at the park. <br />* Code Enforcement and Removal of Derelict Housing. The boarding up and the <br />securing of properties which are no longer habitable is important so that they <br />do not become drug houses. If the units cannot be rehabbed they need to be <br />demolished immediately. Not only are these units possible crimes locations, <br />they also offer physical danger to children who might be hurt playing in these <br />unsafe structures. If occupied houses are used for drug activity the code that <br />allows the City to seize the property should be enforced swiftly and with <br />certainty. <br />Neighborhood Clean-U <br />The weeds need to be kept cut by the City to aid visibility and reduce the <br />feeling that the neighborhood has been abandoned. Graffiti needs to be painted <br />over and may be accomplished through summer youth programs. One of the <br />suggestions might be to utilize the youth incarcerated in the detention facility <br />if that is built in the neighborhood. <br />Safe Haven <br />The Safe Haven concept, developed under Operation Weed and Seed, has <br />become the primary mechanism for organizing and developing services under <br />the Prevention, Early Intervention, and Treatment element. A Safe Haven is a <br />multi -service center where a variety of youth and adult services are coordinated <br />in a highly visible, accessible, and secure facility. Safe Havens are places <br />where youth and other residents can access needed services, develop <br />relationships, find opportunities to be productive and successful, and enhance <br />skills. Through its visibility, proximity, and program diversity for residents of <br />all ages, it fosters resistance to drugs, crime, and other neighborhood problems. <br />A Safe Haven provides an environment for residents and service providers to <br />revitalize their neighborhood. It encourages them to identify existing core <br />problems as well as to develop programs and services to ameliorate them <br />through prevention, intervention, and treatment activities. <br />90 <br />
