Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />little control over the types of jobs created and the numbers of jobs filled by <br />neighborhood residents. Consequently, CDCs are looking for strategies that <br />work to build assets for residents and their organizations more directly. <br />The accumulation of assets is a difficult concept for many due to their <br />orientation toward today and a difficult practice due to the extreme limitation <br />of their incomes. Moreover, to those on public assistance, the accumulation of <br />assets is severely limited by their eligibility for public assistance. That fact <br />notwithstanding a focus on the future with a gradual building of assets overtime <br />would, to those who succeed, provide one of the few real bridges out of <br />poverty for the individual and to self-sufficiency for the neighborhood. <br />Two ideas proposed in the Capacity Building Working Paper were set aside by <br />the task force because they were considered to be too far in the future to be <br />relevant currently. They have been developed here to provide examples of <br />potential projects for the long-term health of SEAL, the neighborhood, and its <br />residents. One idea is intended for the building of individual assets for children <br />and youth, and a second idea is intended to build the assets of the organization <br />through business ownership. <br />Individual Development Accounts for Education <br />Goal: To help Youth residents of the neighborhood develop a future <br />orientation through saving money for educational purposes <br />Project: To create a savings account for young, school age, residents of the <br />neighborhood to encourage them to save and focus toward the long <br />term goal of education.
