7 <br />ANNUAL REPORT 2024 <br />NEIGHBORHOODS DIVISION <br />FEDERAL FUND MANAGEMENT <br />The annual allocaƟ on process for federal enƟ tlement funding – covering the following <br />grants Community Development Block Grant (CDBG), Emergency Solu Ɵ ons Grant (ESG), <br />and HOME Investment Partnership Program (HOME) – includes requests for proposals, <br />review of eligibility, recommendaƟ ons for awards, and required steps for submission <br />to the U.S. Department of Housing and Urban Development (HUD). While potenƟ al <br />recipients apply in one calendar year, the funding and contracƟ ng occur later in the <br />following calendar year. The following six graphs represent requests for funding the City <br />received per grant and the amounts awarded per category. The requests for funding for <br />PY 2024 were received in PY 2023. <br />The Neighborhoods Division is composed of the Federal Fund Management, <br />Neighborhood Health & Housing (NHH), Neighborhood Services & Enforcement (NSE), <br />and South Bend Animal Resource Center (SBARC) teams. The staff works on a wide <br />breadth of programs and services: homeowner and rental housing repair, services <br />to the homeless, new housing construcƟ on, vacant and abandoned demoliƟ ons, <br />environmental/trash issues, and addressing animal endangerment, to name a few. <br />NEIGHBORHOODS DIVISION <br />A duplex was built at DeMaude Ave and California Ave using CDBG funds and provides <br />addiƟ onal aff ordable rental housing in the community.
