REGULAR MEETING JULY 24, 1989 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, July 24, 1989, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, <br />Soderberg, Puzzello, Slavinskas, Zakrzewski, <br />Coleman, Duda and Voorde <br />Absent: None <br />REPORT FROM THE SUB- COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the July 10, 1989 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ John Voorde <br />/s/ Loretta Duda <br />Council Member Niezgodski made a motion that the minutes of the July 24, 1989, <br />meeting of the Council be accepted and placed on file, seconded by Council Member <br />Coleman. The motion carried. <br />SPECIAL BUSINESS <br />Council President Puzzello stated that Frank Linerallo has been appointed to the <br />Transpo Board. <br />Council Member Coleman made a motion to the suspend the rules to allow for public <br />hearing on Resolution 89 -63, seconded by Council Member Zakrzewski. The motion <br />carried by a roll call vote of nine ayes. <br />RESOLUTION NO. 1738 -89 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND IN ENDORSEMENT AND SUPPORT OF THE SCHOOL OF <br />PUBLIC AND ENVIRONMENTAL AFFAIRS OF INDIANA UNIVERSITY <br />AT SOUTH BEND IN ITS APPLICATION TO THE ROBERT WOOD <br />JOHNSON FOUNDATION FOR ITS PROGRAM "FIGHTING BACK" TO <br />BE USED IN THE FIGHT AGAINST ILLEGAL DRUGS IN ST. <br />JOSEPH COUNTY <br />WHEREAS, we as duly elected Members of the South Bend Common Council, hold a public <br />trust and have a responsibility to assist in protecting the health and safety of <br />our fellow citizens and; <br />WHEREAS, we recognize that the illegal use of drugs and alcohol has become a <br />problem of significant proportion and; <br />WHEREAS, we also recognize that a total community effort is required in order to <br />combat this problem. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, hereby endorses and supports the effort of the St. Joseph County <br />Community, who, through the good offices of the School of Public and Environmental <br />Affairs of Indiana University at South Bend, intends to establish a program of <br />"Fighting Back" against the illegal use of drugs and alcohol and agrees to be a <br />sponsoring organization of this program and; <br />SECTION I. The South Bend Common Council endorses the efforts of this community to <br />obtain financial support for this program from the Robert Wood Johnson Foundation <br />and other appropriates sources. <br />SECTION II.
