Michelle Adams
From: Allison Doctor
Sent: Friday, February 28, 2025 12:52 PM
To: Caleb Bauer;Sarah Schaefer;Sandra Kennedy;Adam E.Taylor;Jenna Throw
Cc: Michelle Adams
Subject: Hurwich Iron active violations
Attachments: Hurwich Iron VFC violations.pdf
Follow Up Flag: Follow up
Flag Status: Flagged
Good afternoon,
Quick update on scrap metal environmental violations—besides HIC Investments/Circle Ave, none of
the scrap metal businesses with pending licenses have active notices of violation listed in the VFC.
As for HIC/Circle Ave, I've attached a document that outlines the notice of violation and active violations
organized by perceived relevancy.
The main takeaway is that HIC/Circle Ave has unlabeled and unidentified liquids in containers and spills
located throughout the property. Materials had spilled from rusted drums onto the ground and there was
an unidentified gray material, both near the silo and baghouse.
Additionally, they have not obtained an EPA ID #or registered as a large quantity generator for hazardous
materials when removing hazard materials from the site.
For reference:
• Notice of Violation and Proposed Agreed Order
• Document detailingfailure to respond to violations and initial violations observed during August
12,2024, site visit
Happy to provide a more detailed summary of the initial site visit as needed. Let me know if you have any
questions!
Thanks,
Allison
Allison Doctor
t ' f'.; Project Manager
Environmental&Brownfields
i
Department of Community Investment
1111pk1/4
4 227 W.Jefferson Blvd.,Suite 1400 S.
South Bend,IN 46601
!!-;, (574)235-9337
(www.southbendin.gov)www.southbendin.gov
We deliver services that empower everyone to thrive.
1
